Italy reacting on recent fightings in Libya, deciding to step in as the old protectional power and preparing to re-colonize the area. Maybe opposed by neighbouring countries. Maybe supported by french attempting to do the same in Algeria and Tunisia...

I'd say by far the strangest scenario idea I've had is successfully take control of the carrier and hold the rest of the crew hostage. Player plays the USN and has to protect the Kitty Hawk from the Chinese and North Vietnam navies all while the carrier is attempting to strike your assets as well and defect to China.

The strangest scenario I've actually made in full is probably Ancient Armies, Modern Weapons. One of my drafts (which I'm probably going to make into multiple scenarios from both sides in the action) is a goofy heist where you must break the defenses of a Department of Agriculture facility in Alaska to steal various monstrosities.
