You can turn surge on an off however the ready time doesn't readjust if an aircraft is in the process of readying (so only ready commands issued after the change). If you think in terms of game theory this makes sense as players can't step down existing ready procedures on an aircraft by going from surge to sustained. In general this one is more for the scenario editor to set the tone of the scenario (and they may mark it as unchangeable in play mode) however if they allow changes you're likely going from sustained (peacetime) to surge(wartime).
Quicktime settings are a little different. These are set by load out and the idea is you're getting a quicker time based on the nature of the load out however you are paying a maintenance cost later on. This allows you the model the superfast rates many Combat Air Support or Air Superiority missions could support while still retaining fair one's for more complex loadouts and realistic times for maintenance post surge cycle.
